When I use a Dry Brush filter, it's usually to cover over something that I didn't like about the original image (usually when it is out of focus to some extent). Sometimes it works; sometimes it doesn't. Of the three images today, I think the Dry Brush filtered one looks best over either of the Graphic Novel attempts.
